Minneapolis 2040 Court Order

The Hennepin County District Court issued an order enjoining certain aspects of the Minneapolis 2040 comprehensive plan. The order requires the City of Minneapolis to reinstate for prospective enforcement the residential development portions of the City’s 2030 comprehensive plan (“Minneapolis Plan for Sustainable Growth”) and the pre-December 4, 2018, land use ordinances to the extent they relate to the “scope and degree” of residential development identified by the District Court. Effective November 4, 2023, and until further notice, the City will restore for use the pre-December 4, 2018, land use ordinances and the City’s 2030 comprehensive plan provisions to the extent ordered by the District Court. The City will continue to enforce and implement those aspects of the Minneapolis 2040 comprehensive plan and current land use ordinances that are unaffected by the District Court’s order.
